and why do jap textbooks teach polite form before dictionary form? it doesn't make any sense. ><

Probably because they put so much emphasis on proper manners, due to it being such a tight society.

Japanese text books teach you with polite for rather than plain form because if you have to know one or the other, polite is better for you. That way you can show the proper respect to people older than you. Plain form should only really be used when talking amongst friends or to children. However, most books will teach you the plain form of things you learn after you have mastered the polite form.

So very true. Also, it helps keep things sivilized because they grow up with politeness instilled into them.
